Measurement
Part of Measuring startup funding across five layers, from cash need to outcomes
Startup funding metrics for runway, route fit, net proceeds and delivery
Define startup funding metrics in England for runway, route fit, process, net proceeds, dilution, delivery and outcomes with source controls.
In startup funding, emails sent, meetings held and pounds announced may look active without showing route fit, cleared cash or business progress. Define every measure, denominator, period and owner before collecting it.
What to take away
- Funding metrics must answer a decision, not just show activity like emails or meetings.
- Separate output from outcomea hired salesperson is an activity, signed customers are later results.
- Official scheme and register counts give context, not a success rate for your round.
- Retire a metric when it no longer changes a decision.
Runway and funding need
Track unrestricted cash, committed receipts, monthly net cash use and the date cash reaches the board's floor. Report forecast variance beside runway. Do not include an unsigned order, grant under assessment or investor conversation as cash.
The funding need should link to an approved milestone and full budget, and the ninety-day plan sets the dates. Show minimum, target and maximum usable amounts, plus the net proceeds required after immediate fees.
Illustrative example. A company holds £600,000 unrestricted cash and £50,000 committed receipts. Monthly net cash use is £80,000 and the board's floor is £150,000. Runway is (£600,000 + £50,000 - £150,000) / £80,000 = 6.25 months.
If a £1,000,000 equity round carries £35,000 cash fees and £15,000 legal and admin deductions, net proceeds are £950,000. For a £250,000 debt facility with a 2% arrangement fee, net proceeds are £245,000 before interest.
Research and target fit
Count verified targets that match route, stage, sector, geography, amount and use. A database entry without current mandate evidence is unqualified. Record the source and check date.
For grants, measure eligible opportunities after reading the live scheme rather than search-result volume. A grant finder's result count is not application demand or company eligibility. The guide to funding routes shows how to check fit route by route.
Process measures
Use defined stages: approved contact, application submitted, screening, diligence, proposal, documents, conditions and cash cleared. Track movement, time in stage, evidence requests, corrections and reasons supplied for closure.
Response rate needs a denominator and channel. A meeting is neither an offer nor money. Report unresolved conditions and expected cash separately.
Completion economics
Record gross funds, deductions, cash fees, net proceeds, receipt date and variance from plan. For debt, add total scheduled repayment, rate, security and guarantees. For equity, show fully diluted ownership before and after shares, options and conversion. A product comparison keeps these fields consistent across routes.
Delivery measures
Follow the milestone activities, spend, evidence and timing after funding. Track grant claims, debt payments, covenants, investor reports and required filings. A completed transaction is the start of this record.
Separate output from outcome. A hired salesperson is an activity or output. Signed customers and incremental gross profit are later commercial results with their own causes.
Market context
HMRC EIS and SEIS statistics record that 3,735 companies raised £1,575 million under the Enterprise Investment Scheme in the tax year 2024 to 2025. Figures from 2023 to 2024 onwards were uplifted for late returns, so treat recent values as provisional.
These are scheme-level measures. They cannot serve as the success rate for a company's round. In 2025 to 2026, 4,085 SEIS advance assurance requests were received and 3,090 (76%) had been approved so far, which is a count of requests, not of funded rounds.
ONS business demography counted 71,935 UK business creations in October to December 2025, up 10.0% on a year earlier. Creations are enterprises added to the register, so they are not funding applications or rounds.
Metric record

Field / What to record
- Name
- Short label used in reports
- Purpose
- The decision the metric informs
- Definition
- What is counted and what is excluded
- Unit
- Pounds, count, months or percentage
- Population
- The full set being measured
- Denominator
- The base for any rate
- Source
- System or document that holds the data
- Frequency
- Daily, monthly, quarterly or annual
- Owner
- Named role accountable for the number
- Quality check
- Reconciliation or spot check
- Limitation
- Known bias, lag or missing data
At pre-seed and seed, cash, runway, verified target fit and net proceeds matter most. Later equity rounds add dilution and ownership. Debt adds repayment cover and covenants. Grants add eligible spend and claim evidence.
Review cadence
Daily cash checks may be appropriate near a funding deadline, while market benchmarks can follow their source publication cycle. Set frequency from risk and action rather than convenience. Do not refresh a chart with the same old source and call the evidence current.
At each board review, select measures that changed, investigate data-quality flags and record decisions. Keep prior definitions when a metric changes so the trend break is explicit. A reporting dashboard can hold the board view.
Publication controls
Remove personal and commercially sensitive detail from any public version. Report counts with their denominator and avoid percentages from tiny groups where individuals may be identifiable. Explain missing and revised data.
Where a provider claims funds raised or approval rates, publish the inclusion method, period, route, gross or net basis and unsuccessful cases. The advertising rules apply to such claims. Do not imply causation from a fee or service relationship.
For the wider method, see the guide to measurement and reporting.
Before you act
- Exclude unsigned orders, grants under assessment and investor conversations from cash.
- Link funding need to an approved milestone and full budget.
- Record gross funds, deductions, fees, net proceeds and receipt date.
- Track post-funding milestone activities, spend, evidence and timing.
- Remove personal and commercially sensitive detail from public versions.
Common questions
What should be excluded from cash when tracking funding metrics?
Do not include an unsigned order, grant under assessment or investor conversation as cash. Track unrestricted cash, committed receipts, monthly net cash use and the date cash reaches the board's floor. Report forecast variance beside runway.
How should grants be measured for funding purposes?
Measure eligible opportunities after reading the live scheme rather than search-result volume. A grant finder's result count is not application demand or company eligibility. Record the source and check date for each opportunity.
What should be recorded for completion economics?
Record gross funds, deductions, cash fees, net proceeds, receipt date and variance from plan. For debt, add total scheduled repayment, rate, security and guarantees. For equity, show fully diluted ownership before and after shares, options and conversion.
