Service standards for a startup funding service, from scope to conflict handling
Set startup funding service standards in England for scope, evidence, response, accessibility, data, corrections, conflicts and outcome reporting.
A service standard defines the experience and evidence a funding service will provide. It does not promise an investment, loan or grant. Standards should cover researchers, advisers, platforms and support programmes, with different targets where their work differs.
What to take away
- A service standard defines the experience and evidence a funding service will provide, but it does not promise funding.
- Measure time to an accurate answer and user understanding, not just case closure or activity.
- Publish fees, conflicts and paid placement.
- Sample quality across all outcomes, including users who received no match or abandoned the process.
Response times
A service can set its own targets. The table gives an illustrative set. Adjust by channel and urgency.
| Channel | Urgency | Acknowledgement target | Substantive response target |
|---|---|---|---|
| Deadline within 7 days | 4 working hours | 1 working day | |
| Standard | 1 working day | 3 working days | |
| Web form | Deadline within 7 days | 1 working day | 2 working days |
| Web form | Standard | 2 working days | 5 working days |
| Phone | Urgent | 1 working hour | Same working day |
| Live chat | Urgent | Immediate | 2 working hours |
Regulated advice in England must come from an FCA-authorised person or firm. Check the FCA Register. Tax advice must come from a suitably qualified adviser.
Suggested service record
For each case, keep the user's funding situation, agreed scope, sources checked, information supplied, advice boundaries, referrals, fees, conflicts, decisions, corrections and closure date. Store personal data separately from general performance reporting where practical.
Worked template example:
Field / Template entry
- Case ID
- [CASE-001]
- Date opened
- [YYYY-MM-DD]
- User situation
- [company stage, sector, funding need]
- Agreed scope
- [grant search, equity readiness, debt review]
- Sources checked
- [scheme name], [URL], check date [YYYY-MM-DD]
- Information supplied
- [summary or document reference]
- Advice boundary
- [information only; FCA-authorised advice referral if needed]
- Referrals
- [FCA Register firm], [accountant]
- Fees and conflicts
- [fee], [commission], [paid placement]
- Decision and corrections
- [outcome], [correction reference]
- Closure date
- [YYYY-MM-DD]
Sample quality across different outcomes. Include users who received no match, abandoned the process, complained or chose another route. A service that reviews only successful cases will miss misleading instructions and exclusion.
Publish scope and boundaries
State who the service is for, English geographical coverage, funding routes, company stages, deliverables, exclusions and professional limits. Explain whether staff provide information, administration, introductions, regulated advice or legal and tax services.
Service scope and boundaries
In scope
- Who it is for
- Founders
- Coverage
- England
- Stages
- Startup stages
- Deliverables
- Information, intros
- Limits
- Admin support
Out of scope
- Who it is for
- General public
- Coverage
- Outside England
- Stages
- Listed firms
- Deliverables
- Regulated advice
- Limits
- Legal and tax
Identify free official alternatives where relevant. A grant-search service should explain its coverage beside public tools such as Find a Grant.
Source and correction standard
Every material scheme, investor, provider and market claim needs a source and check date. Separate official terms, supplier statements and editorial analysis. Re-check deadlines weekly, pricing monthly, and permissions and active mandates quarterly. Check Companies House for company status and GOV.UK for scheme rules.
Source and correction route
- Source every material claim
- Record check date
- Separate official, supplier, editorial
- Shorten review for deadlines and pricing
- Provide visible correction route
- Record error, users, fix, prevention
Provide a visible correction route. Record the error, affected users, corrected material and prevention action. Do not measure quality by having few reported mistakes, as that can discourage reporting.
Response and decision standard
State what happens when a question needs regulated, legal, financial or tax review. An early holding reply should not count as resolution.
Response and decision flow
- Question arrives by channel
- Acknowledge within set time
- Needs regulated review?
- Yes -> route to specialist
- No -> substantive response
- Track time to accurate answer
- Confirm user understanding
Track time to an accurate answer, open items and user understanding. Avoid targets that reward staff for closing a case before the founder can act.
Accessibility and support
Offer clear language, accessible documents and suitable contact routes. Ask about support needs without collecting unrelated personal information. Test application or data-room tasks with representative users and assistive technology where the service requires it. Test against WCAG 2.2 AA and the Equality Act 2010 duty.
Accessibility and support checks
- Use clear language
- Provide accessible documents
- Offer suitable contact routes
- Ask about support needs only
- Avoid unrelated personal data
- Test with representative users
- Test with assistive technology
Privacy and security standard
Collect data for defined purposes, assign roles, restrict access and set retention. The ICO's UK GDPR guidance covers lawful processing, transparency, rights, security and accountability. Give users an incident and privacy contact. Register with the ICO if you process personal data, unless an exemption applies.
Use named accounts and expiring external access. Log sensitive sharing and remove users when a funding process ends.
Commercial and conflict standard
Publish fees, VAT treatment, success events, tail periods, commissions and paid placement. Explain how conflicts affect ordering or referrals. Never guarantee funding, tax relief or investment performance. FCA financial promotion rules apply to investment promotions.
Measurement standard
The GOV.UK Service Manual's performance-data guidance recommends defining success and the data needed to understand service performance. Adapt the practice to the funding service and explain the method.
Measure relevant matches, completed evidence, accurate responses, avoidable corrections, accessibility failures and user decisions. Funds raised may be reported with attribution limits, unsuccessful cases and period. Attendance, searches and meetings alone show activity.
Governance
Assign an owner, review cycle and evidence register. Publish material changes and keep earlier versions. Test a sample case from intake through correction and exit. Use the ICO accountability framework for data governance.
Breach and exception handling
Define who can approve an exception to the standard and for how long. Record the reason, affected users, compensating control and review date. Some requirements, such as lawful authority or safe data handling, should block delivery rather than accept a routine exception.
After an incident, correct the user record and public material before celebrating speed of recovery. Examine why the standard or monitoring failed to surface the issue earlier. Report personal data breaches to the ICO within 72 hours where required.
Reporting standard
Report the measure definition, denominator, period and missing data. State whether a result is England-only or UK-wide. Do not describe a rise in applications as better access until suitability, completion and excluded groups have been examined.
Before you act
- State who the service is for and its geographical coverage.
- Apply the source and correction standard to every material claim.
- Use the response-time table for acknowledgement and substantive replies.
- Publish fees, VAT treatment, commissions and paid placement.
- Assign an owner, review cycle and evidence register.
- Record exceptions with reason, affected users and review date.
Common questions
Does a service standard guarantee funding?
No. It sets service quality and evidence. It does not promise an investment, loan or grant.
Who checks regulated advice?
In England, regulated advice must come from an FCA-authorised person or firm. Tax advice must come from a suitably qualified adviser.
